Could a bad DME relay cause a crank but no start error?

The DME relay is embedded in the fuse panel so replacing it would mean a new fuse panel.

I cannot find a way to test the relay but my car cranks but wont start. BT cannot connect to the engine module and INPA has script errors when I enter in the injector values.

I guess it either the relay or my DME. I have an MSD 81.
