Any thoughts here on what's going on.

This is a 2008 where the turbos got replaced in the recall a few years ago.

Is this a fuel mixture issue? I have no related codes.

This car sits way too much lately. Barely driven over the winter and too short of drives.

Simple issue of needing more heat/more driving?

Only reason I am looking at the turbos is because I removed the downpipes.

Soot is over fueling/ or unburned fuel, you have a bad fuel injector. Fuel trims often read from banks, not individual. Your 02s will differ, but the turbo is already showing it.
