I had these codes all relating to O2s

I replaced both pre cat o2s with brand new NGKs. Cleared codes and did jb4 1/7 reset.
Only code 2C31 came back.
Brand new coils and plugs.
Can an injector cause this issue? I have new index 12s though.
From what I've read is exhaust leak or swapped sensors? I had the same part number sensors before (different brand) but worked fine for a while so not sure how it would be swapped sensors.
Bank 1 is lean.
Any help would be appreciated
